[netCDF #ONU-217060]: Specifying timeout for DAP request in MATLAB

One more thing. The HTTP.TIMEOUT is a pass thru
for CURLOPT_TIMEOUT (https://curl.haxx.se/libcurl/c/CURLOPT_TIMEOUT.html)
and as such is the integer timeout in seconds.
