[netCDF #ONU-217060]: Specifying timeout for DAP request in MATLAB

While I investigate, try this: rename (or copy) .daprc ro .dodsrc
and see if it works. I added the .daprc name at some point, but
do not recall when that happened.
The old name was .dodsrc (and that is still looked for
if .daprc does not exist).
