[netCDF #YZD-296984]: Read a vlen array in Fortran

There is a test case that exercises the vlen read/write.
It is .../netcdf-fortran/nf_test/f90tst_vars_vlen.f90
See if that answers your question.

N.B. the nc_get_vlen_element code in libsrc4 appears to be
incorrect in that it appears to assume that the basetype of the
vlen is 4bytes long. This means that it should not work for
the type e.g. short(*).
