[GEMPAK #KCH-144722]: NAVGEM tables?

Patrick and Neil,

Scott and I worked out the missing vertical coordinate and parms for the grib1 
NAVGEM.

see http://www.unidata.ucar.edu/downloads/gempak/latest/navgem.tar for the 
latest tables.

I tested it with every parm available from 
http://www.usgodae.org/pub/outgoing/fnmoc/models/nogaps/

if you two can confirm dcgrib2 working with these tables I will update the 
source with these changes.
