It looks like NCEI has a decently extensive RTMA archive, including THREDDS and HTTP access, here: https://www.ncdc.noaa.gov/data-access/model-data/model-datasets/national-digital-guidance-database-ndgd Unfortunately, it also looks like you have to crawl to each file individually. For URMA, it looks like an archive is planned but has not started yet: https://www.ncdc.noaa.gov/atrac/projectdetails.html?id=8515 I'm not aware of any other archives for those data.
