[netCDF #RYF-820381]: Inquiry for NetCDF nccopy command

It look like whoever installed libcurl did not enable the http protocol.
There is a flag --enable-http to be used when building lib curl.
Since the curl command was probably also installed. You might see if
the curl command is working with http.
