[netCDF #HRY-617107]: error on make check in ncgen3

Hello,

It appears that the issue is specific to the missing `libirng.so` shared 
library, which appears to be part of the intel compiler suite.  Can you provide 
the config.log generated when you ran configure, to build the library? That 
should provide information we can use to figure out this issue.
