[netCDF #COG-907178]: broken link to netcdf-fortran-4.2tar.gz

The latest version of netcdf-fortran is available here:

  ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-fortran-4.4.2.tar.gz

The 4.2 version, which is fairly old (2011) and no longer supported, can still 
be accessed
here:

  ftp://ftp.unidata.ucar.edu/pub/netcdf/old/netcdf-fortran-4.2.tar.gz
