[netCDF #EXY-936604]: patch netCDF for CDF-5 format

Let me make sure I understand.
Currently, we rely on the existing pnetcdf
library to read/write CDF 5 files.

You have, in effect, modified our existing netcdf-3
code to support the CDF 5 format.

Am I correct?
