If you have installed libraries in /usr/local, then you should use something like CPPFLAGS=-I/usr/local/include LDFLAGS=-L/usr/local/lib ./configure --prefix=/usr/local instead of setting CPPFLAGS=/usr/local/include and LDFLAG=/usr/local/lib.
