[netCDF #UUD-598757]: NetCDF 4.3.2 checks fail on tst_h_scalar

Hello,

The config.log looks good, as I'd expect.  Would it be possible to get a log of 
what happens when the tests run? That will shed some insight into what sort of 
failure is being experienced.
