Yes, you only need to install the netCDF C library to get ncdump and other netCDF utilities (nccopy, ncgen, nc-config), which will be installed in /usr/local/bin by default, or in the bin/ subdirectory of wherever you specify with the --prefix= option to the configure script. I would recommend using either the netcdf-4.3.0 release from 3 months ago, or the new netcdf-4.3.1-rc1 release candidate that will probably be available later this week.
