There are as many way to convert text files to CDL as there are text
editors. Familiarity with a text editor is necessary. Depending on
what form your text data is in, it may be practical to write a small
text editing script to do most of the work.
Another tool named Rosetta is under development for converting text
data directly into netCDF form:
http://www.unidata.ucar.edu/software/rosetta/
Depending on how closely your data resembles the text output of data
loggers, it may be practical to use Rosetta to achieve what you want to
do.
