[netCDF #NMF-491237]: Unidata netCDF library

The netcdf source code may be downloaded from 
https://www.unidata.ucar.edu/downloads/netcdf/index.jsp .  If you are trying to 
use netCDF on Windows, pre-compiled binaries for use with Microsoft Visual 
Studio may be downloaded from 
http://www.unidata.ucar.edu/software/netcdf/docs_rc/winbin.html .
