[netCDF #JVW-173840]: strange behavior on this DAP data url in netcdf 4.3.0-rc2.

The problem is in the thredds server code.
It may still be encountered on other servers.

A fix for this has been checked into
github branch 4.3.16. I need to add
test cases doing some informal tests
indicates that is working.

You can pull it from gitub and try it
if you like.
