[netCDF #QLK-512106]: Potential issues in 4.3.0-rc2

The nciter.[ch] name duplication issue
has been assigned in Jira: NCF-233.
Fixed by renaming ncgen/nciter.[ch] -> nc_iter.[ch].
Will be in tommorrow's snapshot and in final netcdf-3
release.
