[netCDF #IJW-622612]: netcdf 4.1.3 on os x

Oops, my bad. --enable-dap-remote-tests is now
default on. So, if you want to keep dap support
but not do the outside-the-firewall tests,then
add --disable-dap-remote-tests to your ./configure
command.
