Let me expand on Sean's answer
about that second failure (test_varm3).
That test is supposed to only
run if --enable-dap-remote-tests
is set, which is by default off.
Not sure why it is trying to execute; will investigate.

In any case, since, as you say, you 
cannot access the net, the simplest
fix is to turn off opendap support
by using the --disable-dap flag
to ./configure.
