[netCDF #RUE-876772]: Netcdf/opendap build

It looks like the same problem is still occurring, namely
ncdump is seg faulting. If by chance you are
familiar with gdb, then you could run ncdump using gdb
and when it fails, you could do a stack trace and send
me the results.
