[netCDF #CLD-454258]: writing to variable length array of type double

The update to include these functions for the Fortran-90 interface will
not make it into the 4.0.1-beta3 we are releasing today or tomorrow, so
for now, I recommend that you use the F77 functions NF_PUT_VLEN_ELEMENT
and NF_GET_VLEN_ELEMENT, which are interoperable with the F90 interface.
Because the F90 interface is built on top of the F77 interface, those
functions are also automatically available to a program that links
successfully with the F90 interface.
