Although I don't know of any programs for converting netCDF data into .RAW visualization formats, there are several programs available for 3D visualization of netCDF data. For examples, see the entries for software such as ARGOS, IDV, NCL, OpenDX, PolyPaint+, VisAD, etc. on the netCDF web page for "Software for Manipulating or Displaying NetCDF Data" at http://www.unidata.ucar.edu/software/netcdf/software.html You may also be able to use text output of netCDF variable values to generate the .raw file data you require. For this, you might find the "ncdump" utility useful or the "ncks" utility from the NCO package.
