[netCDF #BYQ-417160]: Trying to use netcdf pre-built libraries with fortran under windows

Howdy!

I have added a FAQ about using the DLLs with Windows. Actually I am currently 
working on getting the 3.6.2 DLL working, and it's a pain!

You asked about the mod files - those are an F90 thing, right?
