I don't yet understand why the link I created does not allow
for the file download.  For now, please use the following:

ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.6.1-beta1-win32dll.zip

(.zip instead of .ZIP)
