Yes, ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-3.4.tar.Z
is the latest fully supported release.  There is a newer beta version
available in ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-3.5-beta3.tar.Z,
but you need to remember that this is beta code.
