[McIDAS #YHB-551258]: Global terrain and ocean topography for McIDAS

The description for the Land Elevation topo.gz file indicates that they
do contain bathymetry information:

"The RAW values are as follows:
        
0-8752  Height above sea-level
        
55537   Ocean
        
>55537  Height below sea-level = (RAW - 65536)"
