I'm saying that the LDM system on host noaaport.admin.niu.edu was running based on a configuration-file that did not have a REQUEST entry for data from the LDM on host idd.unidata.ucar.edu. Consequently, when the feed from 131.156.129.136 went down, there was no feed from idd.unidata.ucar.edu to take over. When the LDM was restarted based on a configuration-file that had the missing REQUEST entry, data started flowing from idd.unidata.ucar.edu to noaaport.admin.niu.edu. I suspect that you added the entry sometime after the LDM was started but forgot to restart the LDM. Thus, the REQUEST entry for data from idd.unidata.ucar.edu was in the configuration-file but was after-the-fact for the running LDM. Been there. Done that.
