[NOAAPORT #BHX-452315]: LDM weirdness

The error-message appears to come from a downstream LDM process on Climate that 
was refused connection with the LDM server on 10.21.48.16. That IP address, 
however, is reserved for internal network use only: it is not the IP address of 
a computer on the Internet -- ergo, it's not us.
