[GEMPAK #LVB-851303]: GEMPLAK and TDWR TR0/TV0

Hi Andrew,

There's no support for this raw format and I'll have to look at the code to see 
if there's a fix, but for now I can recommend the opennoaaport server products, 
which are supported in GEMPAK:
