[AWIPS #SGX-641557]: EDEX b18.1.2-3 ingest failing to run with default configuration

Hi Ryan,

Can you do me a favor and switch to user awips when you run `edex start`?
So do a 
  su awips
  sudo edex start

Do you get the same error message?
