Was he sure to follow the exact steps listed on our website?:

We also have a video walk through that might be easier. If he didn't download
the
exact version of C++ Build Tools, I would suggest uninstalling all packages on
his
machine and following along with this video:

The direct Windows installation is very picky about exactly what downloads are
installed
and in the correct order even. It's unfortunate it's such a pain.
Also, it might be more helpful if he opens a support tickets himself, and then
we can
trouble shoot with him directly? Either way, we're happy to help. Hopefully a
full
reinstallation can solve his problem.
