We have removed the send capability from the Unidata educational and research versions of AWIPS that we distribute. We cannot have everyone issuing watches and warnings. Using the "send" button in CAVE actually posts that message on EDEX, meaning those messages go out to anyone connected to our EDEX server. This is why that functionality has been removed.
