[AWIPS #QVY-811835]: Some tools aren’t working/are bugged

Hi,

Can you confirm that your CAVE is localized to site PHI? You can do this by 
navigating to CAVE-->Preferences-->Localization? 

Currently the counties do not get populated for watches. This is something we 
are aware of and will address it in future builds.
