This behavior of seeing contours and the label in the bottom right legend, but
not seeing wind barbs is very consistent with something that went wrong during
your install. I suggest un-installing CAVE, miniconda, and all versions of
Microsoft Visual C++ Build Tools. Once all of those have been uninstalled,
remove caveData
(http://unidata.github.io/awips2/install/common-problems/#windows) and then
follow these steps/download links exactly:
