[AWIPS #DZG-152025]: Winds over 0-6km agl do not plot.

Hi Chase,

The HRRR outputs shear to only 6km (I'm not sure why it's allowing you to load 
higher heights). However, the GFS20, NAM40, and RAP13 should allow you to load 
shear to deeper heights through the volume browser.
