Can you verify you have this file here:
/awips2/cave/etc/plotModels/stdObsDesign.svg
Can you verify which EDEX Server you are pointed at?
(CAVE-->Preferences-->Localization-->EDEX Server)
When did you download the awips_install.sh script?
