[THREDDS #DWU-967481]: Thredds radar Level 3

We updated our THREDDS server this past August to the most recent release of 
TDS, v5, and that changed some paths. The updated location for that data is:

  https://thredds.ucar.edu/thredds/catalog/nexrad/level3/catalog.html
