[THREDDS #XRO-673097]: UpgradingTo4.6 webpage typos

Hi David,

Agreed, CATALOG_BASE is better. Also, the client catalog API section had 
incorrect packages listed, both old AND new. Fixes for both issues have been 
committed to git [1] but not yet pushed to our web server.
