[THREDDS #DKZ-463211]: Subdirectory aggregation in THREDDS

Give it a try when you can; I think it will fix the caching problem we have 
been discussing:

  ftp://ftp.unidata.ucar.edu/pub/thredds/3.12/thredds.war

To be safe, you should probably delete the old cache files:

  ${tomcat_home}/content/thredds/cachePersist/ 

The first time you access an aggregation, it will take a while to read through 
the files. After that, it should be reasonably fast.
