[python #NYL-375213]: MetPy in AWIPS

One quick follow-up:

It does look like an (outdated! v0.12.1) RPM of MetPy is bundled with AWIPS 
20.3.2 as awips2-python-metpy, and doesn't seem to be installed by default.
