[noaaport] Updated grids for LDM 6.13.12

Hello everyone,

As soon as you install any new LDM 6.13.12, before executing "ldmadmin start", 
execute the command "ldmadmin updategempaktables". They added more variables 
with new NDFD grids this morning. I alerted Steve Emmerson, and he updated the 
GEMPAK grid tables around 19Z.

If you already upgraded to LDM 6.13.12, execute the command "ldmadmin 
updategempaktables", and restart the LDM.
