The NOAA web site for NOAAPort should be the definitive reference resource:
https://www.weather.gov/noaaport/
That being said, I will add that a typical NOAAPort downlink consists of:
3.8m or larger solid (as opposed to mesh) parabolic satellite dish
Norsat 3120 LNB
Novra S300N DVBS2 receiver
high quality coax signal cable (e.g., quad shielded RG-6)
high quality amplifier (needed if the coax run is long)
signal splitter (if more than 1 S300N receiver is to be used)

The biggest problem faced will be likely local sources of Terrestrial
Interference.
Paying for a site survey by a reputable company before purchasing equipment will
be money well spent in the long run.
