[netCDF #RGQ-345456]: netcdf 4.74 Test Failure

Thank you for reporting this.  The `h5_test` tests are all related to pure HDF5 
tests, so it does appear to be an issue with the hdf5 library.  Out of 
curiosity, do you know which version of libhdf5 is being used?
