[netCDF #BKO-296172]: Netcdf-fortran build

Hello,

It sounds like you've downloaded the development branch; you'll want to 
download the latest version here:

* https://github.com/Unidata/netcdf-fortran/releases

Note, I am hoping to get the latest version, 4.6.0, out tomorrow (July 27th) 
morning.
