[netCDF #VAD-680871]: Ubuntu 20.04.3 LTS : libnetcdf.so.13

Hello,

The default package name on Ubuntu systems is `libnetcdf-dev`, and can be 
installed via the system `apt` package manager.  Does this work for you?
