You can download the 3.6.3 archive from the following address: 
ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-3.6.3.tar.gz

Note that our ftp server will likely be replaced with https-based access in the 
near future, so I would not integrate the ftp link into any automated scripts 
or tasks.
