Hello, Thank you for providing the compile and test output. Unfortunately, netCDF 3.6.3 is very old and no longer supported. If possible, you may need to install the modern versions of the C library and the Fortran interface, available from https://github.com/Unidata/netcdf-c/releases and https://github.com/Unidata/netcdf-fortran/releases, respectively. Alternatively, you might contact the wgrib2 development team for any support they might be able to provide; if they are still suggesting people use this older version, perhaps they have some information on getting it to compile and run properly using modern systems and compilers. I'm sorry I can't provide a more immediately useful solution, but I'm afraid the first step I can recommend is trying to recreate this issue with the latest versions.
