Hello,
Specifically, you will need to download a release; my guess is that you
downloaded the developer snapshot. I will clarify this in the instructions.
In the meantime, you can find the latest release here:
* https://github.com/Unidata/netcdf-fortran/releases/tag/v4.5.3
These archive files should contain the 'configure' file.
