[netCDF #CRY-230927]: Check fail

Hi Scott,

4.1.3 is quite an old version of netCDF; you might try the latest C and Fortran 
releases available from https://github.com/Unidata/netcdf-c/releases and 
https://github.com/Unidata/netcdf-fortran/releases.  Can you provide the 
config.log and test-suite.log files generated when you run your script?
