[netCDF #PLE-759462]: Fail nf03_test: make check

Hi Skyler,

Can you tell me if you observe the same issue when using the gnu gfortran 
compiler?  I believe this issue (which we have seen previously) is something 
related to the Intel fortran compiler, but we are still trying to hammer it 
down. Can you also provide your config.log? That may provide some additional 
information.
