[netCDFJava #AIG-265192]: Netcdf UGRID data

Greetings Ghansham,

I do not have a UGRID sample netCDF file, but there is a CDL that can be used 
to generate one:

Both netCDF-Java and the TDS do not support this specification yet, although 
from what I understand, edal-java, and thus ncwms2, does. We hope to utilize 
their work to get the specification supported at the netCDF-Java level, which 
would open up support to the TDS as well as the IDV.
